MRP-planned (WP) vs. firm WO-quantity mis-match

We have an issue with MRP generating demand for raw materials on planned orders that is less than the quantity required when the job is converted to a firm work order.  The P3413 shows the same discrepancy.  This is causing issues with material shortages and under stated purchasing plans.  There is a 2% shrink factor that is included in the raw material calculations that does not appear to be included in the planned requirements but is included when the firm work order is created.  We're on Enterprise One 9.1
