Jar file for Customizing PasswordValidation: Where can one find it?

We're looking to extend the Password Validation as in Doc ID 362663.1 to satisfy our Audit requirements. Our Java developer has requested the jar file that the PasswordValidation interface is housed in. Please provide the name and location of this jar file.
