PX Privilege not being observed by PX

Has anyone else seen this role/privilege related bug?

For some time, our Agile administrators have been repeating privileges across roles to get around an apparent Agile bug.  This makes administration (and especially troubleshooting privilege issues) difficult.   I have for example, the following case:

Assign Program PX has the following two roles...

          Administrator,           which has the "Read Prod Service Requests" privilege

          Assign Program,      which also has the "Read Prod Service Requests" privilege

  

(Note that this PX runs as “PX User”, but that user also has both of these roles.)

If I remove the privilege from the Assign Program role, the PX fails with "Insufficient Privileges". (If I add it back, the PX works fine.)
