After installation of custom top new product does not show in alert manager

We are using EBS version 12.1.3

I have created the custom top for human resource application follow the procedure:

1. create the directory in unix

2. Register the product in system administrator responsibility under application->register and security->Oracle-> register and then data group

3. Add the base entry to adsmlctx.tmp file

4. shutdown application and run autoconfig

After the creation, when I echo $XXPER_TOP, it does show the human resource custom top; however, when I log in to alert manager responsibility, system->installation, it does not have the newly created custom application shown.

What am I missing? Do I need to add this step before running the autoconfig?
