menu does not list on right click

Hello,

We copied a Planning application, 11.1.2.3.500, and for a particular form, when I right click, the menu is not listed.  I checked that the menu items and properties are all the same as the original application.  I have administrator access, so security should not be the problem.  Do you have any suggestions why the menu is not listed on the right click?
