Job Bill Rate schedule not on LOV in Project Billing Schedule form

I defined a new Job Bill Rate schedule and went to assign it to a project. It is not showing up on the LOV, even though it is defined for the operating unit and the project owning org rolls up under the hierarchy. How can I make the bill rate schedule show up so I can assign it to a project?

The OU I'm testing with only has Inter-Project billing projects. Acitivty on all projects in the OU is passed to another OU.
