BI Pub archiving folder override

using jde 9.1 update 2 Tools 9.1.4  running on AS400

on server jde.ini

BipOutputDirectory=/ROOT/BIPUB

BipSaveOutputOnFs=1

UBEDBOutputlocation=

UBEDebugLevel=0

used P95641 to create Work with Report Definition Archive Path:

- enter valide RD Name

- Server Name

- Path = /ROOT/INVOICE

- Object Status = Active

when submit job using P95620, RD still outputs PDF to path defined in server jde.ini

what else needs to be done in order for the RD to output to Path defined in P95641 ?
