R12.2.3 - Error trying to apply TSP Patch for French

I just installed a fresh R12.2.3 using Oracle provided VM Templates for PROD (DB and APP tier separate), changed character set to AL32UTF8, added French through license manager, ran ADADMIN for maintain multilingual tables, generated manifest file, requested patch on TSP. Now I am trying to apply this Language patch but not successful. Can anyone help?

Steps:

1. Logged in as applmgr in APP tier

2. Sourced the environment for PATCH

3. Ran adop prepare

4. Ran adop apply

The Error from log file:

AutoPatch error:

Error opening directory '/u01/install/PROD
