Packing loose outbound material through the Oracle Packing Workbench

We would like to use the Oracle Packing Workbench to pack loose outbound material without generating an LPN.  However, Oracle does not allow us to do that.  It allows such packing for inbound material only.

Does this mean we HAVE to generate an LPN before using the Oracle Packing Workbench.
