11g OEM failed to perform level0 RMAN backup

Target Database Version: 10.2.0.4

There is a DISK based RMAN backups scheduled to perform LEVEL0 incremental once every month and incremental LEVEL1 every day. As per schedule I expected to have a LEVEL0 on 7/6. I am going through a scenario where i need to perform a recovery of database to 7/16. When i tried to perform recovery from OEM Grid Control, i ended up with following error stack:

RMAN-03002: failure of restore command at

RMAN-06026: some targets not found - aborting restore

RMAN-06023: no backup or copy of datafile 4 found to restore

"list backup of datafile" suggested that there is no LEVEL0 available on scheduled 7/6. OEM performed LEVEL1 on 7/6 instead of LEVEL0. Now i have to look back one more month worth of backups for recovery. Why did OEM perform LEVEL1 instead of LEVEL0 on 7/6? are there any known issues or bugs related to this issue in OEM?
