What kind of manufacturing must I use?

Hi, We have a sales order demand for a project. Each sale order could have more than 700 lines with different SKUs. Each manufacturing sku has 7 levels. If I use discrete manufacturing for each sales order we will have more than 5000 manufacturing orders that's why I could not use or project or make to order. The client only want one manufacturing order for level. The process manufacturing is difficult to use because each sales order has different coproducts, and if I don´t use all coproducts I'll have erroneous variations. Project Manufacturing or Configurator only use discrete too. What kind of manufacturing should I use for having the
