Oracle Database Appliance License mode for per core and per user

Just want to confirm some key points regards the Oracle Database Appliance License mode for per core and per user

I am planning to deploy 4 Oracle database appliances for the production, testing, development and DR.

The production will use the License mode for per core (2 x the core number, each node must have the same cores enabled)

For test and development, we try use the per user license mode (as we know how much users will connect to the test and development database). Just try to confirm whether we can use the per user license mode on the testing and development ODA. If the per user License mode is available on ODA, how this can be deployed, as all 48 cores (x4-2) will be  enabled by default.
