Network connectivity issues with Oracle app server

Might have this in the wrong forum.  Please relocate if necessary.  Running Oracle 12 with RHEL 5.8 on Dell servers.  The servers have the latest bios, firmware, and drivers.  Occasionally, the network connectivity on the app server will degrade and connectivity to the apps, network and ssh are extremely delayed.  Connectivity to the database server and network and database server and database san do not experience this.  Originally the Dell diagnostics were run and no issues were found.  We then upgraded all the bios, firmware, and dell drivers, including installing the OMSA for Dell Linux.  The issue still persists.  We
