Isetup instance mapping issue

in EBS Customizations (MOSC) Question

when I start Instance Mapping:

Name: Source

DBC Filename: <TargetdbcFileName>.dbc

Responsibility: iSetup

then it raises an error: "Message not found. Application: AZ, Message Name: oracle.apps.fnd.common.PoolException: Exception creating new Poolable object.."

 

  I have placed the dbc files on both the instacnes. Please advise.
