Cross tab not working

I am trying to do a simple cross-tab report of WIP jobs and operations in BI Publisher and I can't get it to work.  I'm using the cross-tab to create columns based on operations - the results show the qty in the first column for every job (instead of in the appropriate column based on the operation).  Any help would be appreciated!  (My requirement is almost identical to the example in the BI publisher documentation so I used that setup.)
