R12.1.3 - Project CIP grouping method

We are on R12.1.3. For our Capital Projects, the CIP Grouping Method is by expenditure category. However asset lines are not getting grouped even though the expenditure category is the same. These lines are coming from Payables invoices and have different charge accounts. The expenditure type and category is the same on these lines.
