Installation of 12.1.0.4 agent from RPM in different directory

I am attempting to install the monitoring agent from an RPM that was created using the emcli command on the OMS.  I would like to install the agent in an alternate home directory using this command:

# rpm -ivh --relocate /usr/lib/oracle/agent=/ouemmon/agent /tmp/oracle-agt-12.1.0.4.0-1.0.x86_64.rpm

When I run it, I get this error:

Running the prereq

You have insufficient diskspace in the destination directory (/usr/lib) to

install Oracle Agent 12c. The installation requires atleast 1 GB free on this disk.

error: %pre(oracle-agt-12.1.0.4.0-1.0.x86_64) scriptlet failed, exit status 1

error:   install: %pre scriptlet failed (2), skipping oracle-agt-12.1.0.4.0-1.0
