How Can Usage Counter LOV In Service Contracts Authoring Form Restrict By Contract Customer?

We need a way to limit the LOV for counters to only show those associated with the contracted customer, the list of values is much too large and we do not seem to be able to search from the LOV even by counter number or instance number.

How have others been able to get passed this feature?
