Debrief and install base related issue

I have some IB trackable, non-serialized parts that are used during debrief. 

Did some miscellaneous receipt of   qty =10 parts to create on-hand.  IB looks good with 1 instance with all on-hand in subinventory

When I use qty = 1 of same part in debrief, total on-hand received get transferred to IB.  The on-hand in inventory is still showing 9 but IB is showing 10.

Next time, I want to use this part, system says quantity/Instance ID not available to pick.

An instance could not be found for the item and location information provided. Item ID: 53589. Organization ID: 182. (SUBINV=C4U714INV) (LOCATOR=)

API Error (CS_COST_DETAILS_PVT.Create_Cost_Details Private API): &TEXT.
