Weblogic taking to long to start on Windows

I'm having a Forms Reports installation 11.1.1.7 on a windows pc with Weblogic 10.3.6.

Weblogic takes up to 5 minutes to start after issuing StartWeblogic.cmd. I found thread Take long to start Managed server (UCM 11g) which explains a way to fix this problem but it is for Linux. I applied the change in java.security file but it still takes 5 minutes and I believe it is because this does not apply on windows.

Is there any equivalent workaround for Windows that makes weblogic start faster.
