What's the best way to get bug ID 6823600 reopened (ORASQL8.DLL stub maps to the wrong DLL)

Hi. We have a number of mutual customers who are experiencing an issue with ORASQL8.DLL in both Oracle 11 and 12, per bug ID 6823600. Looking at the bug history, it is marked as suspended. It would be desirable to get this resolved for our customers to avoid having to copy/rename Oracle DLLs in order to execute Pro*COBOL applications.

What's the best way to get the bug reopened? I'm happy to work with you as required to perform any further analysis/testing.
