Can the R4981-Freight Update ever re-route a shipment?

Can the R4981-Freight Update ever re-route a shipment? I know it can re-rate (when the F4941.RATR= 1 but that does not re-route). We are using 3rd party warehouse system and we interface actual shipment information into e1 ship confirmation. However, warehouse could pick a different carrier, so we need re-route with new carrier/mode transport to get correct carrier charges.
