Can oracle errors be propagated to siebel 8.1

Hi,
We are implementing password policy and would like to know how to propagate oracle error msgs to the "siebel login screen" and "user preferences screen".

As part of exercise have identified 3 scenarios as below

1) Display "PASSWORD LOCK" message on Siebel Login screen
2) Display "PASSWORD POLICY VIOLATION" message on User preferences screen while users are trying to change the password.
3) Display "PASSWORD EXPIRY WARNING" message. which we can see and notice that siebel is handling it by default.

we have already created the DB the profile and applied it to the test users.
I remember this as been implemented with my previous org.
