Does anyone capitalize projects from Project Accounting into Fixed Assets while using Integrated Rec

All of our projects in Brazil are capitalizing with only a fraction of the costs. The expenditures show in the Project Status Inquiry (Actuals) and capitalization CIP screens, but it seems that some are not capitalizing because they are "not fully accounted," even though we tried running Create Accounting - Receiving.
