Application Accounting Defination -- Default pick up

Dear All,

I am using the Cost Management SLA and runing request Create Accounting - Cost Management,

It is Picking the Applicaiton Accounting defination as owner = USER and working fine.

I checked Applicaiton Accounting defination it had two Accounting defination as Owner = Oracle and Owner = user and both are

enable.

I need to know where it is defined that when I run  request it should take the User define SLA.

OR some thing like if you define the Oracle and user as owner, default it will pick the User as priority.
