System user / proxy user password is E1 password or DB password ?

Hi,  with below steps of changing system user password :

For EnterpriseOne 8.10 and above:

1. Stop EnterpriseOne services and JAS Server instances.
2. Change the database user password (user and login for SQL Server, AS/400 user profile, etc.). Note that some databases treat passwords as case-sensitive (SQL Server 2005, Oracle DB 11g, etc.).
3. Disable Security Server in the server JDE.INI file.
4. Disable Security Server in the client JDE.INI file.  Use 1 machine to apply these changes.
5. Login to the workstation with a valid E1/Database user account.
6. Open P98OWSEC.
