Member Management - item location combination - Creation

Hi team,

We have a request to create a item - location combination for new product in huge numbers,

Usually when we create new NPI and Bring it to collections through member management and chaining process we map the combination to respective location.

But the business request not to give any  memeber management access and there is a requirement to bring the item and create combination in mass number say (100) how can we achieve this ?
