Weblink displays all records or no records in a report

Hi,

Need some help here.

My requirement is to have a value passed to a report and display the record if that value is available in the report.

The parameter i am passing is on custom object 01 and the field is a custom short text field.

I have tried with the following urls in a weblink but is not displaying the single record or displays either a blank:
