Approval workflow for RBAC

in EBS Customizations (MOSC) Question

We're being asked by Audit to have some approval workflow for the team responsible for maintaining RBAC and/or responsibilities with EBS R12. Is this feasible? Can Oracle workflow be used to do this, where one person makes the changes, but they are in effect only after an approval by a manager?

If not via Oracle workflow, is this feasible from some custom application which takes care of the approval and then maintain RBAC/responsibilites via APIs?
