Delivery Document - Can't see documents when setting up a new depot

We are setting up a new depot and need to have delivery documents setup.  We went through document 625569.1 and still cannot get it to show as they should.  I'm not sure what we are missing.

We are using an existing Doc Set and Document Code. 

We've added the branch in the Depot Setup.

In the preference Master - Sequence 30 - Profiles we added the Doc set/branch.  I'm not sure what sequence number to use.

Do you know what step we are missing?  Any help is appreciated.
