Resource IDs changing in PC_BUD_DETAIL

So...maybe i just haven't noticed this before, but when I enter additional rows in a project budget it looks like rows that have already been finalized are sometimes being assigned a new transaction id (resource id). It does not appear to always occur. The journal id remains the same, and the original resource id is in proj_resource. Is this correct? Seems odd as I lose the resource id link to proj resource.
