You cannot publish to the Apps Library - BI Publisher Mobile Apps

I can created and edit mobile apps fine with the weblogic user, with no warning messages produced, but when I try to publish them locally I get the error message:

"You cannot publish to the Apps Library because you do not have write permission on the /Apps Library folder in the catalog"

I have followed the steps in Oracle Business Intelligence Mobile App Designer guide to the letter.  BI Publisher and BI MAD apps appear to be up and running normally.  When I get the above error message, no error messages appear in the bi publisher log files.

I first tried this in 11.1.1.7.140114 with no luck, so I upgraded to 11.1.1.7.140715 with no resolution.
