Submitting Vacation or Personal Business Time while on Probationary Period

All:

Can Oracle stop an employee from submitting a vacation time or personal business time while in their probationary period. Currently, either Payroll or HR monitors it but, in case, they don't, it just goes through the system. Is there a way the system can identify and stop it?
