Modifiers in Different Pricing Phases Still Seem Incompatible?

Hi all,

I'm having an issue with modifier setup and compatibility.  I'm new to this topic, but after searching MOS and reading quite a bit, I can't quite understand why my setups aren't working and I'm hoping for advice.  I've put a summary of my two modifiers below:

Modifer 1 - Type: Freight and Special Charges

  Multiple header level qualifiers (Terms, Weight, etc.)

  Line(s)

    Qualifiers:  Order Amount between X and Y

    Level:  Order

    Modifer Type:  Freight/Special Charges

    Precedence:  NULL

    Automatic: Yes

    Override:  Yes

    Phase:  SFC

      Incompatibility Resolve Code:  Precedence

    Incompatibility:  Level 1

    Freight Costs / Lumpsum / $$

Modifer 2 - Type: Promotion

  Multiple header level qualifiers (Nearly identical to modifer 1 but also includes order amount)
