Create Intercompany AR Invoices Completes with Warning

We have the INV: Advanced Pricing for Intercompany Invoices set to "NO".  However for configured items, this request is failing.  This is the output from the log file:

Return Warning from inarcil.

Warning: Cannot create invoice line
