hyperion EPM duplicate code in dimension library and not updating in smartview when run

We are having an issue within oracle HPM where we make changes to the chart of accounts moving parent and child relationships from one branch to another and then expect those same changes to be reproduced in hyperion in the dimension librarys, but rather what is happening is a number of cost centre codes are being shared accross the dimension library.

This has caused our budgets to be out of synch and not balance.

We then go in and remove these Cost centre codes and children with the codes from hyperion putting them in sync with the oracle system, but when we run extracts from smart view the reports are not picking up the deletions of the duplicate records, so still the reports are wrong.
