OPM Cost Update in Final mode

When running the OPM Cost Update it it only posible to do this at Legal Entity level (R12.1). This is causing more and more issues within my client as additional manufacturing facilities are added with their own operating units and separate costing structure every other month - we are using Standard Costing for posting purposes.
Has anyone come up with a methodology to do this at Operating unit level and if so what pitfalls are there that we need to be aware of or are there any plans in Oracle to add any flexibility in this area.
