windows 7 web dev client, 8.98 E1 9.0 local web loads but no data is displayed

i am setting up our first windows 7 web dev client - still on E1 9.0 and TR 8.98.

using OAS as the local web - works wonderful on XP, but when running local web on win 7 box, menus, etc and Form outlines appear, but no data appears and grids do not load.

using IE 10, which works just find when running JDE from the web Server;  only local web has issues.

Oracle is very very slow to respond, I have exhausted my searches in MOS as well, so am hoping someone else has seen this and has a solution.
