Put PO on hold based on Slow Moving flag designation

Nightly, we calculate which of our inventory items are considered slow moving. A slow moving item is one in which some or all of the on hand quantity was received more than a year ago. If a particular item in a particular branch fits this description, the item is flagged as a slow moving item for that day. Currently, we put an 'SL' in the item branch flash message to designate a slow moving item. If a branch attempts to order one of their slow moving items on a PO, we would like to have that PO instantly go on
