Collecting Item Categories

To improve data collection performance, I'm looking for the best approach to collect Items and Item Categories.

Per note:276749.1, net change collection doesn't collect Item Categories (while it does collect Items).  So, Target collection needs to be run for collecting Item categories.

However, there is no specific parameter called "Item Categories" in the program request.

Does it mean that,

a) Run Netchange with Items=Yes

b) Run Target Refresh with Items=No, will still collect Items (netchange) and item categories (by running Target refresh,even with Items=No) ?
