SitePlan doesn't show in Approval Queue ?

We moved a page from the placed to the unplaced pages in the SitePlan, We approved the SitePlan from the bulk approval as in the image below


The query runs and returns 1 asset which is successfully approved but doesn't show up in the Approval Queue

According to the Doc ID 1509149.1, we tried reediting the SitePlan (reordered pages in the unplaced & placed pages) and re-approving but still successfully approved but doesn't show up in the Approval Queue.


What can we do other than deleting/re-creating the Destination ?


Even if we fixed it, what is the root cause of this issue and how can we avoid it ?
