Error : Server Map creation failed when running the Machine Workbench for a new JDE Tools 9.1.4.6 in

I am running the Installation Workbench for a new JDE install. This is running in an unattended mode. When it gets to the Machine Workbench. I get an error message that says Error: Server Map Creation failed. There is nothing more in the JDE.log.

When i put the system in debug the section below is of concern
