EM 11g unable to edit Notification Schedule

I am trying to edit or create a new notification schedule under the preferences tab on EM 11g.  I basically want to add a second administrator to the notification.  The problem seems to be I am unable to edit anything.  Below is a screen shot, I have grayed out our email addresses.  Basically I am unable to edit anything on this screen.  If I click on the buttons "Batch Fill-in", nothing happens.  If I edit the start or end time and click finish, I get nothing.  I have also tried to create a new notification with no success.  I am
