What is Current Domestic Value Processing?

In attempting to key in a receipt to net against an open voucher I get a 049X error that indicates some gibberish about Current Domestic Value Processing. What is it and how do I turn it off or meet the requirements? There is no reference in the Knowledge Garden regarding the term "Current Domestic Value Processing".

CAUSE . . . Netting not allowed with Current Domestic Value Processing. 

                                                                        

RESOLUTION... Either turn off Current Domestic Value Processing, or do not

              attempt to call the netting program.
