problem in non-integrated budget

hi

i created budget for project that budget is non-integrate and i do all steps that mentioned in (Doc ID 1314706.1)

budget is approved and baselined but all elements in tools ( generate budget accounting , review budget accounting , view funds check results and budgetary control ) are not active then when create PO in purchasing we will get exception .

please help me
