Internal order line is closed upon ship confirmation

Hi,

Internal order created using standard IR/ISO flow goes to 'Closed' status when ship confirmed before receipts are made. Shipping networks has the transfer type = In-transit, FOB = Shipment and Internal Order required = Y. Item is shippable, stockable, Purchasable, and transactable. Line flow = Line flow - Generic. When the line is ship confirmed along with ITS, sales order line status is closed without even making receipts in the destination organization. Can you please help if any setup missing or unwanted setup is in place?
