Text Attachment not writing from Sales Order to Work Order when manually added to a copied order

I am on JDE 9.0 update 2 with Tools Release 9.1.3.4

I am using the copy order function to create a new order based off an existing order.  The item copied is an item that auto generates a work order.  After placing the order, I maintain the order to add a detail attachment to the sales order.  This attachment should carry forward to the Work order but I am finding it does not.  If I manually add a new line to the same order and add an attachment, it carries forward to the work order correctly.  The issue seems to have something to do with a sales line that has been
