Does MRP recognize Internal Transfers as Incoming Supply?

We have sourcing set up to transfer from another warehouse when inventory replenishment is required.  So an Internal Req is created, but MRP is also making another recommended buy as it doesn't recognize that there is already an Internal Req/Sales Order set up to handle the supply for this demand.  Why doesn't MRP recognize transfers as incoming supply?
