Deploy agent to Windows when OMS is on Unix

Greetings,

My OEM installation is 12.1.0.3 and my OMS is on a Linux server. I am attempting to deploy agents to Windows Targets from the OEM Console and am encountering some issues. My first step was an attempt to install Cygwin on the target servers. I am not a windows system administrator so have requested two different admins to install on two different servers. They followed the instructions on installing Cygwin and starting the sshd daemon in Chapter 5 of the cloud control basic installation guide but neither was able to get things configured correctly.
