PM receives OTL approval notification with projects that are not related to the PM

Hello,

I am not sure whether to post this question in this community. Please let me know is fo.

We entered a timecard in OTL containing two projects and submitted it for approval.

Initially, a workflow process named "OTL Approval Process" is started which starts another process "Apply Rules and Notify Approvers" for each line in the timecard.

Now we run into a case where only one "Apply Rules .." workflow is started for two OTL entries, which sends out a notification containing both projects, but one of these projects does not require approval from the PM.

My question why is this project added to the notification where we would expect a separate workflow for this which would not come up with a notification at all?
